i'd rather support this (very honest) research project than the one my tax dollar is expected to finance. The Richmond Council's "We'll Waste Your $$ Any Way We Can" project is wearing thin on me.

I don't know. I think the idea has made the rounds because we are starting to see a lot of the panhandlers with basically the same sign. The signs about needing money for alcohol started springing up a couple of months ago.
Victoria city council is also blaming Vancouver for our dramatic increase in homelessness. Vancouver says they aren't shipping them over here but Victoria city council doesn't believe them. Just wait until the Olympics. Every major city that has hosted the Olympics has been known to give the homeless one way but tickets out of town for the duration of the games.
